This information collection implements the statutory obligations of section 222 of the Communications Act of 1934, as amended, 47 U.S.C. 222. These regulations impose safeguards to protect customers' CPNI against unauthorized access and disclosure. In March 2007, the Commission adopted new rules, which focused on the efforts of communications service providers to prevent pretexting. These rules require providers of communications services to adopt additional privacy safeguards that, the Commission believes, will sharply limit pretexters' abiltiy to obtain unauthorized access to the type of personal customer information from carriers that the Commission regulates. In addition, the Commission's rules help ensure that law enforcement will have necessary tools to investigate and enforce prohibitions on illegal access to customer records.

The Commission has updated the estimate of the total number of respondents to these information collections, based on the total number of annual CPNI reports filed for calendar year 2019, the most recent year for which we have such data. This re-calculation brings the current estimated number of respondents down to 3,390 from the previous estimate of 3,600. Additionally, our estimate of the total number of customers affected by these collections has been reduced from 198,000,000 to 191,000,000, based on the most recent available data. These reductions have resulted in corresponding adjustments to the total figures to the number of responses down to 76,441,232 from 79,243,541 responses and the burden hours down to 204,523 from 495,507 hours, and the total annual costs down to $3,000,000 from $4,000,000, for each of the collections described in this supporting statement. There are no program changes.
