OMB Control Number 2138-0041 covers Airline Service Quality Performance On-time Performance and Mishandled Baggage and Wheelchair and Scooter reports that the largest U.S. air carriers file with DOT under Part 234. The information is reported by the airlines on a monthly basis to DOT, received by the Bureau of Transportation Statistics (BTS). The Department then uses the data to publish airline service quality performance statistics in DOT’s monthly Air Travel Consumer Report. In addition, FAA uses the data for its air traffic control modeling.

There are no program changes involved. The increase in burden hours since the last OMB renewal from 4,320 hours to 5,633 hours is mainly the result of DOT revisiting its previous burden estimates to account for additional burden hours for reporting for branded code-share partners. Regarding DOT’s ROCIS Submission- Because the ROCIS system does not enable the agency to enter weighted burdens per respondent (i.e., 10 hours for 17 carriers PLUS an additional 16 hours for 4 of those carriers or in other words 10 hours for 13 carriers and 26 hours for 4 carriers), for the purposes of the ROCIS submission, the agency used the average hourly burden per response across carriers which is 13.764 which we rounded up to the next highest whole number to be 14 hours per carrier. Due to the rounding, the total annual burden request in ROCIS is 2,856.
