Chapters 121, 123, 125, and 31 are the authorities for this collection. These authorities are delegated to the Coast Guard through the Department of Homeland Security Delegation No. 0170.1, Revision No. 01.2. (II)(92).

The change in burden is due to both a PROGRAM CHANGE and an ADJUSTMENT. The PROGRAM CHANGE is an increase in burden due to the addition of 2 new optional forms, CG-1330, Certificate of Ownership of Vessel, and CG-1332, General Index or Abstract of Title. The ADJUSTMENT is an increase in burden due to an increase in the estimated annual number of responses. The reporting and recordkeeping requirements, and the methodology for calculating burden, remain unchanged.
