NASS will evaluate the impact of this revision in terms of data quality, utility and demand, and consider reinstating those collections that would enhanced value and improved data quality for users. NASS will consider public demand as well. NASS will revisit this decision following the 2025 budget and notify OMB of it's processes and findings.

This substantive change is being submitted as program changes. The program changes to be implemented include changes due to each year, NASS reviews the final appropriated budget levels to determine what changes, if any, are needed in its programs. NASS conducted this review for the remainder of FY2024 after it received its final FY2024 appropriation. The program changes balance resources across all of the programs included in the annual estimating program, which represents over 400 individual reports across multiple Information Collection Requests (ICRs). This substantive change is to accommodate the field crop production program changes that affect this ICR.
