The Food Distribution Programs of the Department of Agriculture (USDA), Food and Nutrition Administration (FNA) assist American farmers and needy people by purchasing USDA Foods and delivering them to State agencies that, in turn, distribute them to organizations for use in providing food assistance to those in need. The collections are primarily mandatory for State, local, and Tribal Governments, and Businesses (non-profits, and private for-profit entities).

This change, which will be more representative of the time taken by recipient agencies to maintain records relating to the receipt, distribution, and inventory of USDA Foods, will change the estimated burden from 25,039.20 hours per year to 31,299.00 hours per year, an increase of 6,259.80 burden hours annually.
This information collection is currently approved with 1,218,437.86 burden hours and 4,044,745.03 responses. As a result of the revisions to this collection, FNA estimates there is a net decrease of 327,695 hours and 4,447 annual responses to the existing information collection due to program changes as a result of the final rule and the revision mentioned above.
