The CDQ Program is an economic development program associated with federally managed fisheries in the Bering Sea and Aleutian Islands Management Area (BSAI). The purposes of the CDQ Program are to provide western Alaska communities the opportunity to participate and invest in BSAI fisheries, to support economic development in western Alaska, to alleviate poverty and provide economic and social benefits for residents of western Alaska, and to achieve sustainable and diversified local economies in western Alaska. This action amends the CDQ Program to support increased participation in the groundfish CDQ fisheries (primarily Pacific cod) by catcher vessels greater than 32 ft length overall (LOA) and less than or equal to 46 feet (ft) (14.0 meters (m)) LOA using hook-and-line gear and adds a requirement to register these additional catcher vessels with the National Marine Fisheries Service (NMFS). This action removes the requirement to obtain and carry a License Limitation Program (LLP) license (see OMB Control No. 0648-0334).
