amended by and consistent with DOL's memo to OMB of 6/2/99. In
addition, the following terms of clearance apply. (1) DOL will
continue its efforts to evaluate issues facing women who seek
apprenticeships under this program. DOL agrees that the
participation level for women (approx. 8% to 10%) is too low. (2)
DOL's efforts to implement a new MIS have been delayed due to Y2K
efforts. Since this approval expires in June of 2001, DOL will, by
the next submission of this paperwork, implement a new MIS which
both increases the electronic submission of data for this program
and expands on the AIMS database so that DOL can track the number
of EEO complaints filed. (3) DOL will continue to rework its GPRA
goals for the % of apprentices that are women or minority. DOL will
seek to ensure that while the goals are realistic, they are also
aggressive and challenging. OMB believes that, in light of low
starting point for women involvement, the current goal of 1%
increase per year may not be challenging enough and therefore may
not be appropriate. (4) To the extent DOL has failed to meet the 1%
goal in recent years for women and minorities, DOL will continue to
evaluate deficiencies in the program and methods/solutions for
addressing these deficiencies. DOL will update OMB on its
performance against the new GPRA goals in the next submission for
clearance. (5) This clearance is for 2 years so that OMB can
continue to monitor with respect to these terms.
