The Federal Communications Commission requires Internet-based Telecommunications Relay Service (TRS) providers to obtain their end users' physical location and routing information as a condition of initiating service. Internet-based TRS providers must provide the location information to entities that maintain databases used to ensure that a caller's location and call back number are provided to public safety authorities when an emergency call is placed. Internet-based TRS providers must provide the routing information to an entity that maintains a central database mapping telephone numbers onto routing information for each user. Internet-based TRS providers must also advise users that ten-digit telephone numbers are available, that those numbers are portable, how to update registered location information, and the limitations of service, and must obtain affirmative acknowledgement from end users that they received and understood this advisory.
The Commission reevaluated its burden that was previously approved by OMB. This reevaluation was due to an increase in the number of VRS and IP Relay providers and a decrease in the estimated use of VRS and IP Relay amongst the deaf and hard-of-hearing community. Therefore, the reevaluation resulted in an adjustment of +14,356 to the annual burden hours.
The Commission also had an adjustment of -6,320,978 in to total annual number of responses. This adjustment is due to the Commission over-estimating the number of responses with its last submission to OMB. The responses are more accurately estimated with this submission.
The Commission had program changes to the total annual burden hours and total annual cost burden due to the adoption of the information collection requirements contained in FCC 08-151. The program changes increased the total annual burden hours by +50,244 hours and the total annual cost burden by +$4,244,346.
