The change (i.e., decrease) in hour burden is an ADJUSTMENT due to a change to the vessel population. The Coast Guard used the Marine Information for Safety and Law Enforcement (MISLE) database for estimating vessel populations, which allows us for a more accurate estimate the vessels impacted by this COI. The reporting and recordkeeping requirements and the methodology for calculating burden remain unchanged.
