Prior to the commencement of the Organic Production Survey forms distribution, the National Agricultural Statistics Service shall provide on its Internet site prominent links to directions on how to obtain a set of finalized survey forms, including instructions, cover letters, and related materials comparable to those provided for the 2007 Census of Agriculture report forms. The final forms and letters shall reflect any changes in the survey year, OMB number expiration date, and NASS or cooperating partner leadership from those submitted for review.

This docket originally requested authorization to conduct an organic production survey. It was a one time only, mandatory follow-on to the 2007 Census of Agriculture. This early renewal is being submitted to change this to a voluntary, annual survey. In the renewal, we will only be contacting certified organic farmers. The organic production survey is authorized by Public Law 110-246, Title X – Horticulture and Organic Agriculture of the Food, Conservation, and Energy Act of 2008 (2008 Farm Bill).

The overall burden reduction is due to two program changes. First, the previous survey was mandatory and it has been changed to a voluntary survey this time. Secondly, the survey target population has been changed from all organic producers to just those that are certified organic producers. The burden increase for the non-response portion is due to this being changed to a voluntary survey instead of the mandatory survey previously used.
