GSA’s National Office of Leasing is conducting a pilot study to examine utility costs under both a fully 
serviced and net of electric lease structure.  Therefore, we are requesting offerors to complete the below 
survey for a fully serviced and a net of electric lease structure. This survey is for data collection purposes 
only.
