Under both Foreign Donation of Agricultural Commodities (416(b) and Food for Progress programs) and the McGovern-Dole International Food for Education and Child Nutrition Program, information will be gathered from applicants desiring to receive grants or cooperative agreements under the programs to determine the viability of requests for resources to implement activities in foreign countries. Applicants that receive grants must submit compliance reports until commodities or local currencies generated from the sale thereof are utilized. Freight forwarders must submit information and certifications regarding their activities and affiliations. Documents are used to develop effective grant or cooperative agreements and assure that statutory requirements and objectives are met.

This is a reinstatement of a previously approved information collection resulting in a program decrease in burden hours. The reduction in burden hours is attributable to the increased the use of electronic systems and improved clarity in solicitations for proposals that have reduced the submission of low-quality or non-responsive proposals. The electronic system has also reduced redundancy in information collection.
